The duty has been enforceable since 2 February 2025 for providers and deployers of AI systems — it does not wait for the high-risk dates.
Literacy must account for technical knowledge, experience, education, and the context each person works in — a one-size course does not satisfy it.
Training that is not recorded is hard to evidence. Completions with dated, versioned records are what turn the duty into something you can show.
